Explicação da Regra:

The simplest way to understand 是否 is to think of it as a formal written version of 是不是. 是否 is used together with a verb or an adjective. 是否 + Verb / Adj. NEEDS SOURCES!!

• 他们是否考虑过在上海买房？ (tāmen shìfǒu kǎolv̀ guò zài shànghǎi mǎi fáng ？): "Have they considered buying a house in Shanghai?"
